Denver Ordinance 16-1231 Annual Benchmark Requirements

ACCU, Inc. has now started to receive notices for our clients who need to comply with the new Denver Ordinance 16-1231, obligating multi-family buildings over 25,000 square feet to follow the procedures set forth by the City and County of Denver.

According to their own website, “Benchmarking the energy performance of buildings is the first step to understanding and reducing energy consumption because you can’t manage what you don’t measure.  All large commercial and multifamily buildings are now required to annually assess and report their energy performance using the free ENERGY STAR Portfolio Manager tool.”

The deadlines for multi-family communities to complete the benchmarking task is:

  • Buildings 50,000 square feet – June 1, 2017
  • Buildings 25,000 to 49,999 – June 1, 2018

In trying to log into the “Portfolio Manager” portion of their website, I have to report it is not easy to try and find where to sign up as a portfolio manager.  As of the writing of this blog post, if you click on the button “PortfolioManager” and just click “sign in” with nothing in the username or password data fields you will be taken to another screen that has a “Create New Account” button.

Because this is a new requirement, ACCU is looking for qualified vendors to fill out the information.  To date, it appears that there are not many affordable options.  Some engineers are offering to complete the process, however; without having a better understanding of the time involved we are uncertain that the cost is fair.  ACCU, Inc. is currently going through the process to determine if this is a service we can offer at a more competitive price, or if it needs to be contracted out.
